Every owner or manager of an existing building is responsible for maintaining its technical condition at a level that ensures safety for people and property throughout its use. This includes safeguarding the health and lives of occupants, preserving the required aesthetic condition, and, in the case of heritage-listed buildings, maintaining their conservation-protected values. During the operational period of a building, defects and failures may occur. In such cases, the Building Supervision Authority often initiates proceedings, frequently requiring owners or managers to submit a structural expertise report on the building’s condition.
